With food stamp use at record highs and climbing every month, a program once scorned as a failed welfare scheme now helps feed one in eight Americans and one in four children.

Sandy Hicks of Mason, Ohio, is raising two teenage sons and three grandchildren in a rented home. Ms. Hicks said that before she joined the food stamps program she always “tried to see they had their milk and cereal.” She continued, “And when you don’t have it, that’s devastating to a child and to me because I couldn’t provide it.”
